New Features - Oil Air Drop and EMF Prefabs

Patch v0.6.007 - This update includes changes to the following:

Added emergency oil air drop feature for instant oil delivery at a high cost
Fixes to EMF shielding calculations
EMF shielding UI now has a 'prefab' option for a pre configured shield placement
Fixes to localization and other minor bug or visual fixes
